For as long as most elementals can remember, mortals have lived alongside them in Maple Hollow. There was once a time, however, when the Hollow was theirs alone. A group of elementals working for the government decided that it was time to bring that time back.
Having had enough of secrecy, they infiltrated the government and began to authorize operations to 'take back' their city. News was spread that an older part of Maple Hollow that had long since been deserted would be turned into a nuclear power plant. The staging was spread out over several months in which the construction was worked on, the word was spread, and radioactive materials (fake, though looking very authentic) were even brought into the city. Then the 'meltdown' occurred.
It was all over the news: the city was unsafe, the residents needed to be evacuated. During the last couple weeks of June, the entirety of Maple Hollow was emptied out. The mortals were powerless as they were forced from their homes but for the elementals, the panic was as staged as the meltdown itself. A gate complete with a guard tower was erected and everyone who could prove their elemental status or their relation to an elemental was issued an ID card that would, from then on, grant them full access to their city and the school it housed.

Note: To our old members and even those new who are reading this, do not assume that Maple Hollow does not have laws against power control. You're not allowed to brawl with your powers in the middle of the street any more than you're allowed to pull out a knife and shank someone in real life. There are still consequences for assault and murder.
